La r\u00e9glementation pourrait garantir une utilisation plus s\u00fbre, mais les opposants affirment qu\u2019elle pourrait \u00e9galement accro\u00eetre l\u2019utilisation. Les d\u00e9g\u00e2ts possibles par personne diminuent, mais les chiffres absolus peuvent \u00eatre plus \u00e9lev\u00e9s.
